Experts Identify Kremlin Intimidation Strategy Against Cruise Missile Deployment

The Kremlin is conducting a “reflexive control” campaign of warnings to prevent the US from supplying long-range missiles to Ukrainian forces, according to defense experts. An influential official declared: “We are familiar with these missiles thoroughly, their operational characteristics, how to shoot them down, we encountered them in Middle East operations, so it presents no surprises. Only those who supply them and the operators will face consequences … We will find ways to hurt those who create problems for us.”

Kyiv's Counteroffensive Situation

Ukraine's military were imposing substantial damage in a military operation in the Donetsk front, the war's main theatre, Ukraine's leader reported on midweek. Zelenskyy's assessment, following a report by his chief of defense, contradicted the Russian president's speech before defense leadership a prior day in which he claimed the invading army held the military advantage in every combat zone.

In an assessment covering early October, defense researchers said Russia was experiencing substantial casualties, especially due to Ukrainian drone attacks, in return for minor territorial gains. Kyiv's troops, Ukraine's leader reported, were “maintaining our defense along multiple fronts”, referring specifically to northeastern Kupiansk, a largely destroyed city in the northeastern front under heavy Russian assaults for an extended period.

Regional Conditions

Administrative officials in the Kherson area of the Kherson oblast said offensive operations on Wednesday resulted in three fatalities in and around the city of the oblast center. The governor of Sumy region, on the border area with neighboring Russia, said three individuals were killed in unmanned aerial strikes in different districts. Ukrainian aerial defense said it successfully countered 154 out of 183 Russian strike and decoy drones during the night.

An offensive strike seriously damaged critical infrastructure, officials reported on midweek. Facility personnel were harmed during the strike, based on information from energy company officials. They provided minimal specifics, about the facility's position, but national sources said Russia struck critical utilities in Ukraine's northern Chernihiv, the Kherson area and eastern Ukraine.

Humanitarian Consequences

In the north-eastern Sumy town of northeastern Ukraine, hit hard by the Russian onslaught against the power supply, officials have created emergency spaces where people can find shelter, access hot drinks, power electronic devices and obtain emotional assistance, based on information from regional head.

Global Reactions

The Ukrainian diplomat to Nato on Wednesday called on NATO members to accelerate procurement of American military equipment for Ukraine. “The situation isn't that we prioritize US equipment instead of French or German or other international equipment – the challenge remains that we are asking the United States for weapons which European countries don't possess,” said the diplomatic representative.

Germany's national police will immediately gain permission to neutralize drones, security chief said on midweek, in response to numerous unmanned aircraft incidents considered likely Moscow's attempts to spy and intimidate. Unveiling a draft law, the minister said police would be authorized “to employ state-of-the-art technical action against unmanned aircraft dangers, for example with electromagnetic pulses, jamming, GPS interference, but also with kinetic methods”.

Regional Security Concerns

European Commission President stated on midweek that Europe must strengthen its protective capabilities to respond to complex threat operations in response to airspace breaches, cyber-attacks and damage to undersea cables. “This doesn't represent random harassment. It is a coherent and escalating campaign,” the official said in a presentation to the European parliament. “A couple of events are random chance, but three, five, ten – this constitutes a deliberate and targeted hybrid threat strategy against Europe, and European countries should answer.”

The Swiss government has prolonged its protection status offered to displaced Ukrainians to at least early 2027.
